For a 60th, the trip that works is a walkable town, two nights, and a plan somebody else made. Not a resort, not a city with a schedule, and not somewhere that needs a rental car to get to dinner. The birthday should not be the day she does the organising.
That is the whole idea. What follows is how to choose the town and what to sort out first.
The most common way a 60th birthday trip falls apart is picking somewhere that needs flights. Flights mean everybody's airline credits, somebody's connection, and a day at each end.
Pick a town within about four hours' drive of most of the group. There are 80 towns on the Feels Like Europe list across 33 states, so there is almost always one close enough to drive.
At a milestone birthday there will be a long dinner and there will be wine. If dinner is a drive from the rooms, somebody is the designated driver on her friend's birthday.
A walkable town removes that. Park once on Friday, do not touch the car until Sunday.
Friday to Sunday is the right length for a group in their sixties who all still have things to get back to. Three nights sounds generous and usually means a slow Saturday where nobody is sure what is happening.

She picks the town, or she picks the dinner. That is it. If she is answering questions about check-in times, the trip has already failed at the thing it was for.
